2016 Annual Meeting Minutes

June 17, 2016

Call to Order Art Burget called the meeting to order at 7:05 P.M.  Board Members Present: Art Burget, Roy Doan, Scott Jackson, Diane Cowles and Mark Veristain.  

Art introduced all the board members named above, and included Clint Watson, subdivision manager, and Lisa Kindleberger, bookkeeper.

 

I.      Idaho City Police Patrol: John Krempa

John Krempa, Idaho City Police Chief, presented a proposal for regular visible police patrol and protection in Duquette Pines.  This would be in conjunction with the Boise County Sheriff.  The proposal provides for one patrol through the subdivision daily.  The cost for this service would be $20.55 per hour or $3.75 per month for the 175 lots on our subdivision.  There will be a questionnaire on the board election ballot to see if the residents of Duquette Pines want to have this service.

II.      Budget:  Art Burget

   Art stated that the budget will remain the same as last year.  There will be some road expenses coming up.  The subdivision will have money coming back ($12,000.) from Idaho City as a refund that was paid for a fire contract.  The fire district was voted on and passed, so the money will be returned to Duquette.  The subdivision still has a reserve fund.  Approximately $10,000. will be spent on the community water system.  There is $93,000. in the general fund and $100,000. in the water fund. 

 

III.      Updates

Water:  Art

An engineering firm was hired to do an off site study of the water system.  The results were that the water quality was very good.  There is plenty of water for the homes in Duquette at the present time; however, should all the lots be built we would need more water.  The board must address DEQ’s requirements for more water.  There is one well that is turned off now due to a slightly over limit arsenic level.  Old electrical work needs to be done/replaced (panels and wiring).  This would be at a cost of $5,000 to $7,000.  A new water rights application must also be submitted to DEQ. 

 

Roads:  Roy Doan & Scott Jackson

Roy and Scott spoke about the unusual winter.  There was a great deal of ice build up on our roads due to intermittent thaws and freezes and snow falls.  The past snow plowing system required a call to Gardner’s when there was 6” of snow on the ground.  It was not always possible for Gardner to come immediately when he received the call because he was already plowing somewhere else.  The decision was made that Gardner’s would call us when 6” of snow was on the ground at their home.  The board would then authorize Gardner to plow.  The cost is a minimum of $1200.00 for each plow.  The subdivision has a reserve to work with but if we plow often we will use the money quickly.  Clint Watson will have gravel on hand to fill random ruts and holes in our roads so we don’t have to call Gardner for small trips that can become expensive for the subdivision.  There will be dust abatement on all roads in Duquette beginning on June 28th.  This will cost between $12,000. and $15,000.  The refund from the city for the fire contract will cover most of this expense.  Gardner’s contract will expire in September.  Gardner has some new equipment that will help to remove ice build up on the roads.    

IV.      Elections:  Art

Ballots will go out to Duquette residents to elect a new board.  There will be 3 openings on the board.  It was asked of the board which present members would be running for reelection and it was stated by Art, Scott and Mark that they would not run.  Candidates must be members in good standing and current in their association dues.  All residents who would like to serve on the board were invited to submit a short paragraph about themselves to the board via email by Wednesday, June 22 so the ballots can be prepared. 

V. Fire Protection:  Roy Doan

A fire district has been created.  The money that Duquette paid to Idaho City for a fire contract will be refunded.  There will be a fire commission established.  The Fire chief will send a list of names to the Governor. There were several names on the list from Duquette Pines. The Governor will choose 3 names from the list to be “Fire Commissioners”.  That commission will actually set the levy or cost to people within the district.  The money from the levy or tax is to be spent on new fire fighting equipment.

VI.  Q & A

During the question and answer period residents commented on:

Police patrol.  Some residents thought it was a good idea at a reasonable cost.

 

Art wanted to remind everyone to talk to the board before building anything on your lot.

 

There was a question about “defensible space” for fire protection around our homes.  What are the requirements?  Do we have contact people?  Can contact “Fire Wise” and back up with BLM.

There was a question regarding fire stands (hydrants), what size hose fittings etc.  Clint Watson can help with any information needed for individual fire hydrants.

Art emphasized that we are all governed by the CCR’s.  The CCR’s can be changed.  A 75% vote of the residents is needed to change any CCR in your particular division.  Until a CCR is changed you must comply.
