Monthly Meeting –September 5, 2015

Minutes

 

 

Attending:  Art Burget, Roy Doan, Scott Jackson, Diane Cowles, Jill Manzo, Lisa Kindelberger, and Jon Long

 

The meeting was called to order by President Art Burget at 8:30am at the Idaho City Library. 

 

  Minutes from the August 1st 2015 meeting were approved

  Financials were reviewed and accepted, three new liens have been placed and one released during August. Lisa will provide Art the names to be posted on the website.

  No new architectural reviews.  Follow-up regarding tree removal clean-up and paint color examples are still pending.  Discussion related to having a point person to track and assist with architectural approvals – the board voted unanimously and Roy Doan accepted this assignment.  Roy will gather data and present to the board for approval, he will also monitor to ensure approved/unapproved items are followed and present issues to the board immediately via e-mail.

  Jon's report:  gates were broken and repaired three times in the month of August.  A copy of Gardner's contract will be posted; monitor of wells and generator as well as weed abatement was completed.  Two culverts will need to be replaced.  Jon will obtain estimates and provide to the board for approval – approximate cost $2k.  The Board asked to approve all non-emergency repairs/spending prior to start to a project.  Suggestion to obtain bids for high cost projects.

  Signature cards were signed for Idaho Central Credit Union – Art will return to the bank.  All board members were designated to sign checks for the subdivision

  A bear has been sighted on several occasions.  Art has been in contact with Fish and Game and will ask that a trap be placed to capture and relocate the bear.

  Rosebush road condition:  Art will talk with the owners about returning the road to "pre" condition.  Currently road and erosion issues are a concern.  Board requested this to be completed within one month by the owners.  If necessary the board will arrange for repair and present owners with the cost. Jon will obtain estimates.

  Job responsibilities were reviewed for both the Bookkeeper and Property Manager.  Both were thanked for their dedication in keeping the subdivision running efficiently.

  Use of community water to fill swimming pools:  With the limited source of our domestic water we will request the owners provide alternatives to filling the pools.  The community water is for domestic use only per the bylaws.  Diane will provide information for the next newsletter.

  Process for homeowners concerns – Jill will prepare a draft form to be added to the website.  All concerns needing to be addressed should be in writing with all particulars included.

  Fence on Lantern Way – Jon will talk with the owners to try to find a solution.

  Animal/Bird complaint:  noise and odor are a concern due to the number of animals on the Bull Pine Rd. property.  Roy and Scott will talk with the owners.

  Welcome Packet is to be reviewed – Art will follow-up to find any previous updates.

  A suggestion was presented to have a bulletin board area set up to share Board and Community activities as well as copies of CC&R's, by-laws, etc.

Open Items:

-          Paint and trim colors for new home – Roy and Diane

-          Tree Removal Clean-up - Art

-          Identify why there was an increase in Liability Insurance expense – Lisa Kindelberger

-          New Signature Cards are needed to remove Brent and Lynn and add Jill and Roy – Lisa Kindelberger

-          Noise and odor complaint re birds on Bull Pine Road – Roy Doan/Scott Jackson

-          Signatures needed for permission slips to be provided to the fire department.  Lisa Kindelberger

-          Area of Impact discussion will continue when the Idaho City Comprehensive Plan is complete.

-          Welcome Packets – need to update

-          Water Wells – discussion of status.

-          Allocation of the cost for future years of fire protection – who will pay?

-          Water/Wells improvement / repairs needed
